The domain will cost you around 9 USDs per year.
As for the hosting, it can be anything from 2-3$ up to any figure.
2 points remaining:
Drupal Vs. wordpress and the template problem.As for the template, some people prefer to modify an existing one (probably less work and you use something that is already there as a base). I prefer starting from scratch (more work but it gives me total control). Maybe starting from scratch is not worth it but I like it. My personal taste.
Now for the iternal problem, wordpress Vs. Joomla Vs. Drupal:
I know nothing about Joomla so I’m not going to talk about it.
WordPress just works. It was designed to be a blogging software and it does its job (Never used it) but don’t expect a lot from it.
Drupal is a full featured flexible content management sysrtem (I consider it to be a content management framework and sometimes I use it as a web framework).
If you feel you need more than a normal blog then check drupal. There are a few concepts you will need to understand and that’s it. People say that making drrupal “more attractive” is a bit hard.
I’d rather ask you to install both and see for yourself.

i suggest wordpress its the best as i think, easy in dealing with , best technical support & least problems
importing the last posts & comments from blogger to wordpress is sooo easy
about the design there's alot of free templates that you can take one of em & do littel touches to personalize it for your self
the cost i have a friend who provided the host for me it will cost you abt 250 egyptian pound for the domain & 100 MB host with 5 GB bandwidth which is fair for a blog
& that's it
